The hobby does not make money; the business does..
A hobby is something that you enjoy doing but don’t get paid for it, a buisness you get paid for
Not a great time to invest in a business. You want a hobby that generates enough interest that you have to turn it into a business so I would start with it as just a hobby. You can do little things in the meantime like think of your business name for the future. Get a .com address, file a fictitious business name, but hold off on major investment.
It’s almost impossible to start large anyway. Gotta start small and grow. The difference between a hobby and business is a business makes you money. The business is your entire life. Instead of enjoying a hobby, you’re one of the leaders in which direction the hobby goes.
A business has a profit. A business that doesn’t profit within 5 years is a hobby.
Both are Opposite of each other, hobby is to do what you like in depth thourgh your heart. That makes you happy with it feel enjoyed without tension. While business is some related for money. But you can use both for itself. E.g Playing your hobbies in professional area where you can get reward. In short you can take benefit of both too.

I must say your question bothers me a little! You are "thinking of starting a hobby". To be successful in a business related to a hobby you really need to be involved in that hobby already, in my opinion.
And you really need to have a passion for that hobby and to have done research to make sure there is a demand for whatever you are to be marketing. There can be a big difference between enjoying a hobby where there is no pressure to make money and turning it into a business with all the pressures, stresses and hassles that usually accompany that, many of then unforseen.
For example, years ago I found I liked restoring old furniture. I made a business out of it but found the going hard. Because I was passionate about restoring as a hobby and very particular I could not resist the temptation to put a lot more time into jobs for which I was being paid than customers were prepared to pay for. So it was difficult to get a decent return for all the hours of devoted craftsmanship put into each job.
Eventually I gave it up and started a home based printing business which has been a lot more financially viable since 1993. The work is far, far easier and financially rewarding and today’s consumer grade technology (computers and printers) are low cost and brilliant quality.
So, if you are yet to choose your hobby, it may be some time before you are in a position to determine if you have enough passion in it to do what is necessary to make a successful business out of it. And importantly can it actually be turned into a financially viable business?
It may be better to start a small business with proven viability and proven growth potential.

Depends on where you live. Most places have laws, especially tax laws, regarding the differences between a business and a hobby. A person can make or lose money doing both. For me, I do hobbies on my own time, my own way, and without a timeline because they are hobbies. A business would demand that I work it for a certain amount of time, maintain a more rigid schedule, and expect it to support me and my needs.
